The navigation authority can (but is not required to) assign a 
reference. The Canal & River Trust maintains the practice of its 
predecessors in doing so, but not all navigation authorities do. The 
Avon Navigation Trust (responsible for the River Avon in Warwickshire 
and Worcestershire), for example, seems not to.

The previously mentioned Canal Plan website at https://canalplan.uk/ 
shows bridge references where they exist. But you might need to check 
that it's available under a compatible licence before using it in OSM.
