It looks like they do though I’m not sure how consistent it is: https://data.spatialhub.scot/dataset/core_paths-is/resource/28950a25-9b77-460d-9c69-6a1e17553bcc
Unfortunately it seems that the licence for that dataset is not open and so cannot be used in OSM.
What might be a good tag for the refs - assuming there is an open data source for them? Using/expanding prow_ref? Or perhaps creating a new tag (e.g., core_ref or reg:GB:something?)

Are they defined with a reference similar to prow_ref by a local authority?

I’m far more familiar with PRoWs in England and Wales but felt these deserved their own wiki page too as an important part of Scotland’s path network.
