On the other hand the local TROs tend to say things like "10m from
the junction with X for its entire length" when they introduce new
20 zones, so in that case the signs are generally accurately
positioned. Without checking the TRO in every case it makes sense to
change the limit where the visible sign is. Or perhaps it varies by
county how accurate their TROs are (I'm in Essex). An example from
one currently on their website ("TRAF/7772 - Proposed 20mph Speed
Limit, Maldon Town Centre"): 
"From a point 8m northeast of the northeast kerbline of Mill Lane
for entire length in a south westerly direction to its junction with
Market Hill"
