This is a common problem when working with UK addresses - official data 
are restricted, on-the-ground information often not available. The only 
thing we can really do is to ask locals to provide information based on 
their local knowledge or to encourage them to enter data directly.

Looks like a potentially useful tool to implement. There is a good 
chance any of these steps would fail but any extra bit of information we 
could infer from open data would be useful.
