[Talk-GB] Village sign tagging schema

I presume we are predominantly talking about decorative signs, usually
located on a village green or close to the village centre. Although
man_made=village_sign has about 20 times the usage, tourism=village_sign
(35ish uses) might capture the purpose better for the decorative ones.
These latter are concentrated in Suffolk & Kent, suspect that I copied the
tags for the West Hallam
<https://www.openstreetmap.org/node/5536182334/history> one (Geograph
<https://www.geograph.org.uk/photo/432332>) having noted how they were
mapped in Suffolk. Oddly man_made=village_sign is also distinctly local
with over 5/6ths located in Norfolk, and most last touched by a single
user. In this case I don't think absolute numbers indicate a general
consensus.
I think the traffic_sign tags pertain more to places where urban limits
reflect changes in maximum speeds (France, Poland) or other jurisdictional
limits (friends who had a drunken argument in Key West were run to the city
limits by the sheriff). I think it's relatively uncommon for these to be
one and the same in the UK, although I can think of one sign which exactly
matches this premise, at Pinkneys Green

Pinkneys Drive linked two national speed limit A-roads, and I'm not sure
there was originally a limit through the hamlet. Even after the A423 was
replaced by a dual carriageway it was a useful cut-through to the A308 and
there was definitely an issue with speeding, much reduced as the 40 limit
on the A308 was moved out towards the Golden Ball.
