Unfortunately, the chances of Newham providing any information under OGL
or any other OSM-compatible licence are vanishingly small. They're
almost pathologically opposed to open data and the highways department
is particularly secretive.

Unless the information is released in an open data set from TfL or the
Greater London Authority, we may be able to find out as individuals, but
not to include the data in OSM.
