IMHO still -far- too complicated.

addr:substreet is not necessary simply always use addr:street for the 
street the house number is relative is too, or addr:place if the house 
number is relative to a non-street.

If there is a further level of (non-conventional) localisation required use

addr:parentXXXXXX (just one value, but neutral if it refers to a street 
or place).

addr:hamlet, addr:village: addr:town and addr:suburb all seem to be the 
same thing in the hierarchy, choose one and stick with it.

So that would boil down to (leaving building internal references away)

addr:housename

addr:housenumber

addr:street / addr:place

addr:parentsomething (where necessary)

addr:suburb (where necessary)

addr:city

addr:postcode

That's 8 tags instead of 13 and introduces just -one- new tag instead of 
5, something that is much more reasonable to ask consumers to do.
