A agree with this, and with Simon's analysis in general.   I just wanted to add, that I'd also apply this logic to terraces.  If there is an Albion Terrace with housenumbers that related to it; then the correct tagging in OSM ought to be addr:street=Albion Terrace, with an optional addr:parentstreet if needed.

I think Simon is correct in general because adding a tier that's logically between addr:housenumber and addr:street (e.g. addr:substreet) means that we will inevitably end up with two different buildings that are both correctly tagged addr:housenumber=2 and addr:street=Festive Road.  (The fact that one of them is also tagged with addr:substreet=Acacia Walk would be missed by data consumers and validators without a total rewrite of loads of OSM tooling.)
