The Wiki says caravans=yes/no applies to being allowed to live in the 
caravan on-site overnight or longer.

There are caravan parks which are actually over-winter secure storage 
sites for caravans, such as this one:

On the iD editor tourism=caravan_site is actually labelled *RV Park* 
which I think means self-powered Residential Vehicles (mobile homes), 
which may not allow 2-wheel trailer caravans.
