Well, what it says is that it means "Whether camping in caravans is
allowed", and goes along with tents=yes/no which means "Whether camping
in tents is allowed". The natural interpretation of that is that it
shows whether or not you are allowed to bring your own tent or caravan
to the site and stay in it.
The wiki for key:caravans says that
"Th attribute caravans=yes means that caravans are allowed on a
camp_site or camp_pitch. "Caravan" is a British English term for
specially made vehicles that have space to sleep while traveling, and
often include other amenities such as electricity, basic cooking
facilities and water supply. The caravan might be a trailer towed by
another vehicle (ie travel trailer, camping trailer, popup camper), or a
larger motorized vehicle (recreational vehicle (RV) or motorhome)."
That supports the description of the key in the wiki page for
tourism:caravan_site - that is, it shows whether caravans (ie, touring
caravans) are allowed on the site.

According to the wiki, tourism=caravan_site shouldn't be used for sites
that are purely for unoccupied storage:
"This tag is not for mapping parking spaces for (unoccupied) storage of
caravans / RVs (though some caravan sites may offer that as an
additional service)."

When I look at it, tourism=caravan_site is labelled as "Caravan Park".
I'm not familiar with the inner workings of iD, so this may be a
language-related difference - the wiki says that the terms caravan site,
caravan park, motorhome stopover location and RV park are effectively
synonyms and all covered by caravan_site.
