Unit is singular, but flats is plural.

Most blocks of flats have communal entrances, that serve a range of flat 
numbers.  Individual flats each have their own door, which may even have 
its own letter plate, and will have an individual unit number.

(An added complication is that blocks at the end of a road may actually 
have the flats numbered as part of the street, which, in my view, would 
make them have house numbers - that's certainly how someone seeing the 
official postal address would interpret them.)
