[Talk-GB] OSM UK address project: tags - Updated guidance

Hi,
I carried out a quick search on the wiki for 'Addresses', and didn't get an
immediate hit on the proposal page, so I've added links to;

https://wiki.openstreetmap.org/wiki/Addresses
&
https://wiki.openstreetmap.org/wiki/Key:addr  (within the 'see also'
section).

If the proposals receive universal agreement (& I hope they do!) then I
suggest my wording is adapted to show it is not just a proposal.

It would be very nice to have a universal scheme we can all follow, but
will certainly involve me carrying out amendments to much of the addressing
I've already carried out over the years.
