[Talk-GB] OSM UK address project: tags - Updated guidance

Hi (again!)

Just to let you know that I made a few small updates to the wiki page today
following my email on 5th January about some suggested tags we could
deprecate. I made the suggestion that I would add a "Tags to
(probably/possibly) avoid" section to the wiki if nobody came forward with
a proposal to properly stop using these tags in the UK. So far nobody has
come forward with the proposal and therefore I have added the section to
the wiki to capture the fact that these tags have been suggested by some
mappers as things we should avoid.

A few responses to emails:

*Rick:*
I would suggest that if you map individual flats then, if they include the
word "Flat" in the address include this in the tag (e.g. addr:unit=Flat 1).
I probably would extend that to multiple addresses tagged with addr:flats
otherwise how is anyone going to know when the written address should
include the word Flat and when it shouldn't.

*Nick:*
Thanks. Thank you also for noting your willingness to go back and update
some of your own edits once this is agreed. I think many of us are in the
same position and it is good that we can make these changes to give better
long term results. I've also heard from others who have already started to
replace their old addr:place tag with addr:suburb following Sarah's
fantastic explanation of the addr:place tag and how it is often misused
where addr:suburb should have been used.

*Tom:*
I'll wait to see what others say about your suggestion. Worth noting that
if that is where we do end up (once addr:place has been cleaned up) then
any addr:substreet tags could be converted en masse to addr:place. So low
risk if people want to start using addr:substreet immediately.
