Hi Rob, this en masse conversion would only work if addr:substreet was only
used when referring to a non-street. addr:street should be used when the
child object is a highway according to this suggestion.
Others can speak for themselves but Simon and Ken seem to have endorsed
this suggestion (it's not really 'mine'), it seems similar to Peter's
original proposal and what Jerry was saying, among others.
