Alternatively, you could say something like "addr:place is meant to be used
when the house number or name refers to something other than a street such
as a small village, terrace of houses, small industrial estate or building
complex. addr:place should never be used in conjunction with addr:street.
See addr:parentstreet if a street is mentioned later in an address."
I think that would be reasonably clear.
