[Talk-GB] addr:place cleanup process

Hi Rob,
I guess the important issue would be if there is both an addr:place and
an addr:suburb.
This is my local overpass query for place/suburb combinations:

What are you recommending for industrial estate names / retail parks
within a suburb? They seem to be the most obvious conflicts to me --
they have addr:suburb and addr:street -- but they are set back --
addr:substreet seems a bit of a stretch, but maybe it fits?
