[Talk-GB] addr:place cleanup process

I believe substreet is currently being proposed as any level of addressing
below (sub) the street but above the housename/number. So it would fit in
this case?
Although all the retail/industrial estates that come to mind for me seem
like they'd qualify as equivalent to suburbs in their own right.
