[Talk-GB] Envelopes map

Hi all,

To help with address mapping QA, I have created a simple "envelopes map".
You need to zoom in to zoom level 17 and wait a few seconds for it to get
data from overpass. At which point you can click on a point to see the
address written on an envelope.

Note that, for now, this is using the "strict method" described in the wiki
page. This strict method uses the globally accepted tags plus
addr:parentstreet as this seems to be the one that most agree a need for.
Consequnetly it closely follows Simon's logic in his January email:

As it stands now it also does not use addr:substreet. In effect I am
rendering option 4 in my 9th January email, doing so to highlight the QA
issues where addr:place has been incorrectly used. This doesn't change my
conclusion from 9th Jan that addr:substreet is needed to provide certainty
to those data users that need it and cannot rely on attempting to
automatically adjust for mis-use of addr:place. But for now, it is working
on add:place so see it more as a QA tool rather than a final product.

I hope this helps. If it does, please let me know as none of this comes
easily to me (I'm not a web dev) so it would be nice to know if people
value it before I put any more time into it.

P.S. The plan is that we will have this sort of "envelope rendering" in the
editing app too :-)
P.P.S. Technically this works outside of the UK, but it will likely produce
a result that is incorrect for other countries (e.g. those that put the
number after the street name).
