If addr:city means, in UK parlance, the post town, then yes, it needs to 
be completed for all addresses as the post town isn't a geographic or 
administrative object and therefore cannot be inferred from points and 
polygons.

I suspect that one of the reasons many mappers aren't adding addr:city 
is because they think it means the geographic or administrative city 
rather than the post town, and therefore isn't applicable if the object 
they are editing isn't located in a city. But that's a different debate...
