Hi Tony

I don't agree that "it follows that automatic conversion of addr:place to
addr:suburb is wrong".

OpenStreetMap is a project of continual change. As long as the change is
making an improvement then I think it's good. So in this case, where
addr:place has been incorrectly used for a settlement name, then changing
it to addr:suburb is an improvement.
