[Talk-GB] addr:place cleanup process

For the corrections being proposed, then yes, addr:suburb is always "less
incorrect" than addr:place. We're at risk of going over the same ground
here so it is perhaps better to refer back to some of the earlier emails.
On addr:place in particular, the December 2021 emails from Sarah are worth
reading as these set out the context of why addr:place exists and it's most
common incorrect use. As such the _tag_ addr:place is not neutral and in
fact has a meaning. Where it has been used for different meanings this is
wrong and it is those cases that this cleanup is attempting to address (pun
not intended!)
Whilst I encourage everyone to read the full discussion here on talk-GB, it
is now quite a long discussion and can be hard to follow. As such I have
summarised as much as I can on the wiki page. There is a dedicated section
on the page for addr:place specifically:
https://wiki.openstreetmap.org/wiki/Addresses_in_the_United_Kingdom#addr:place
Thank you,
*Rob*
