Hi Nathan,
Yes they are -- long distance footpaths have waymarkers all along
showing the name of the way.
Since footpaths often don't have any other name signs, and we are told
to map what we find on the ground, that's the name of the path. It's
certainly the name walker map users are most likely to be looking for.
I normally put such names in parentheses: "(Rossendale Way)" in addition
to adding them to the relation.
