I just wondered if anyone knew of a site (e.g., a ramblers association), whose members might have walked the route, that might provide a GPS trace of it available on their website with terms that would be suitable for me to download, upload as a trace in OSM, and then copy the route from that.

Yep, the issue is more, can I tag a highway as being part of the Rossendale Way based on this? Does that depend on whether the highway itself has already been mapped?

I've seen this problem on another long distance route, although actually on Google Maps.  Some people insist on using the most widely known name, rather than the most specific one, and I would agree that this is wrong.

If you simply want to overlay it locally, you should be able to load a copy into JOSM.
