As I understand it, the OpenStreetMap brand doesn't have a funding model
that would support its competing with Google and Bing maps. It is
funded to support being the wholesaler of map data to people who do have
ways of monetizing that data, or are otherwise prepared to fund it, as
part of achieving objectives other than mapping.
As such, the OSM branded web sites carry a combination of technology
demonstrators and maps useful to mappers, rather than attempting to
provide maps for free use by the general public.
