Thanks to everyone who responded to my message. The size of the problem is now very much clearer and is well beyond my abilities. I will investigate the alternatives you suggested and keep and eye on progress but I expect I will have to wait until someone decides there is enough of a market to take the risk of developing something aimed specifically at walkers.

I have found a temporary work-around for now. I have downloaded the PRoW GPX files from the  www.rowmaps.com <http://www.rowmaps.com>  site, edited them down to contain just the details of the areas where I usually walk and loaded them into OsmAnd. Not ideal, but it works.
