Looking at my town, one of them contains one food bank and the other 
contains a different one.

I suspect that in some cases, it may be listing the contact address 
rather than the physical address.

I agree. Any venue used as a foodbank is also likely to be used for 
something else as well (eg, a church hall, community centre). So we 
should be mapping the venue under its primary use, but possibly also 
tagging it as a foodbank if appropriate. But if the venue isn't mapped 
or tagged at all, then this is a good opportunity to do some research 
(either on the ground or by looking at the organisation's website) and 
making sure that it is properly mapped.
