Ambulance dispatchers need an awfully precise information of where to pick up a patient - even more so if a defi has to have been used. I would argue that the OS giving each one a ref would help speed up the process of getting that information as the person dialing 999 may not be familiar with the area and cannot name the location. But they can read off a ref number.
