[Talk-GB] Conflation of TfL data into OSM (was: Is TfL data allowed on OSM?)

I would say that, for the most part, their bike stand data was accurate and
it has definetely been a net plus in my area. No comment about the cycle
lane data. I did file a GitHub issue on their repo at the start of this
import asking for more descriptive changeset comments to be used but I've
received no reply.
