[Talk-GB] Tagging disabled parking

This is how I've personally marked on-street blue badge spots before;

amenity=parking_space
> capacity=1
> capacity:disabled=yes
> fixme=Rough Position - Needs Improvement
> note=Disabled Parking Bay marked on side of Road Surface.\nReserved for
> Blue Badge Holders.
> parking_space=disabled
> wheelchair=yes
>

This gets listed in iD as "Accessible Parking Space"

Seems there are a few ways of achieving similar results. Standardizing in
the future would be a good move. :)
