That's not the case. An individual badge holder is always the person 
with the disability. If the badge holder is unable to apply themselves 
(eg, because their disability prevents them filling in forms), then 
someone else can apply for it on their behalf. But it's still their 
badge, not their carer's badge. And the badge holder does not have to be 
the driver or owner of the vehicle, so a blue badge can be used in any 
vehicle in which the badge holder is a passenger.
