It is my understanding the council wants people to leave dockless rental bicycles at these locations to not clutter the pavement, in which case there is an argument to tag it as a drop off point.

I would try to avoid any "oh no it isn't" tagging. So I think not
amenity=bicycle_parking, in my opinion, since if you turned up there
with your own bike, you'd be disappointed to find that it's not
(intended) for use as regular bike parking.

For amenity=bicycle_rental I guess that's appropriate, since all these
may or may not have bikes available. I'm not sure what
"bicycle_rental=dropoff_point" implies, since what's shown here isn't
substantially different from how a normal bike rental point operates
(e.g. Santander bikes) - there's spaces for bikes, there might be some
to hire, there might be space to dropoff, if a bike is dropped off you
can subsequently rent it. Aside from dockless schemes, I've used
non-dockless bike rental in other cities (e.g. Wavelo in Krakow) where
the dock locations were just bits of bent metal to attach the bikes
to, the bikes had all the gubbins including a built-in d-lock, so
what's pictured here is functionally the same as those.

Of course, there can be a case made that if these are in a borough
which has no active bike hire schemes, then they are disused!

Thanks,
Andy
