[Talk-GB] Access tag on public rights of way

Adding access=no changes the rendering on OSM-Carto from red dashes to 
feint grey ones, reducing the utility of the map tiles. I'd consider it 
at best troll tagging for the renderer, at worst vamdalism (probably by 
NIMBYs taking a proprietorial attitude to the public realm).

Being more charitable, it could just be the way that iD invites new 
users to check or uncheck all possible access modes, no matter how 
relevant they are likely to be to the highway type.

A user did this to a lot of PRoWs in Essex a couple of years ago. I 
removed the redundant access=no tags and added any missing PRoW tags I 
could find via https://osm.mathmos.net/prow/progress/essex/
