It's hardly unheard of for a watercourse to change its name in its upper
reaches. I would suppose the EA consider Baveney Brook (sic) to be the main
stream at the point of its confluence with the Lem Brook; they're best
placed to make that judgement (on the basis of flow rates, etc.)
As for the true source, the OS (non-copyright / out of copyright mapping)
stop bothering to name the Baveney Brook much above where it crosses
Baveney Lane, but if I were to choose a head source I'd go for the
northernmost of those you listed, or possibly even the next clockwise:
