Bath appears to be a bit of an anomaly. It's one of the few UK's cities
whose boundary is clearly defined being surrounded by admin=10
boundaries, yet isn't one itself. It's more of a subset of Bath & North
East Somerset local authority.

The city boundary formed by those other boundaries is used by B&NES, not
only for the WHS, but also for data production such as population,
welfare, & transport etc. There are times when money is allocated as X
amount to be spent in the city, Y in the rest of B&NES.
It's also an enclaved parliamentary constituency, although not mapped as
one in OSM.
If there's a better tag to describe it, I'd be happy to change it.
