Bath appears to be a bit of an anomaly. It's one of the few UK's cities whose boundary is clearly defined being surrounded by admin=10 boundaries, yet isn't one itself. It's more of a subset of Bath & North East Somerset local authority.

The city boundary formed by those other boundaries is used by B&NES, not only for the WHS, but also for data production such as population, welfare, & transport etc. There are times when money is allocated as X amount to be spent in the city, Y in the rest of B&NES.
It's also an enclaved parliamentary constituency, although not mapped as one in OSM.
If there's a better tag to describe it, I'd be happy to change it.

Yes, the relation was added a long time ago - I thought the Wiki advised against using place=city on areas and nodes, but if this is correct, I'll know for the future.
I'm not going to argue on Bath's admin, I had enough problems when my Mother was the Deputy Mayor.

I'm not sure why you think it was put in by a newish mapper - it is
seven years old and was added by a well known member of the community
and has been edited 16 times since.
It also has the second object (the node) as the admin_centre member
which is as expected unless you want to argue that Bath can't have
an admin_centre as it has no administration.
