[Talk-GB] When is a postcode mappable?

I have been filling postcodes along with buildings. I have had difficulty identifying one although it appears on the NSUL layer. The site https://zestate.co.uk/postcode/SW13%209HS/ says that it is an active postcode but not in use by any residential property or business. What does that mean and does it belong in OSM?
