[Talk-GB] When is a postcode mappable?

Well, I used the tool that you linked to and looked up my daughter's postcode.  It reports " According to the 2011 census <Postcode> has 0 properties within its service area.", but she lives there....
Then I remembered that her house was not built until 2017.
So, new properties could also cause reports of "active" postcodes (active now) with no properties (no properties in 2011).

I have been filling postcodes along with buildings. I have had difficulty identifying one although it appears on the NSUL layer. The sitehttps://zestate.co.uk/postcode/SW13%209HS/ says that it is an active postcode but not in use by any residential property or business. What does that mean and does it belong in OSM?
