[Talk-GB] Is TfL data allowed on OSM?

Hello.

I just noticed someone adding barriers and cycle parking with "tfl cycle
database" as the source.  Is this an acceptable source?  I assume it refers
to this:
https://tfl.gov.uk/corporate/terms-and-conditions/transport-data-service

If so, it looks like
https://wiki.openstreetmap.org/wiki/Contributors#United_Kingdom might need
updating to meet the requirements listed on the TfL page.

For example: https://www.openstreetmap.org/changeset/121105391
