I suspect Jun (& possibly you?) are confusing the layer tag with the
level tag.

I'm not saying Jun's edits are correct, but the layer tag has no
relevance to real world levels.
The tag only refers to other entities overlapping similar space in plan.
It was created purely to help renderers determine which item to display
on top or underneath.
Adjacent entities at the same *level* can have /different/ *layer* tags.
Your fourth bullet looks legit as there's a pathway passing under the
building.
