When I lived in Stoke-on-Trent, the city council decided to designate 
the area around the theatres and museums as the "Cultural Quarter" in an 
attempt to make it sound posher than it really is. It used to be a 
standing joke that Stoke doesn't really have a cultural quarter - it 
barely has a cultural sixteenth!
