I broadly agree with that. It's not intended to reflect legal or local 
usage, it's intended to be a broad hierarchy of locality sizes for the 
benefit of data consumers.

And, although we don't generally tag for the render, this is one 
instance where "how will it look in OSM carto?" is a valid 
consideration, because the default carto stylesheet is designed to give 
a visual representation of the hierarchy. If the default render is 
showing the value of the name tag either too prominently or not 
prominently enough, in relation to other nearby named nodes, then it 
probably is wrongly tagged and should be adjusted.
