[Talk-GB] Proposed bulk edit: National Grid (gas infrastruture) -> National Gas

As of January 31, National Grid has divested their gas transmission
assets (formerly known as Transco) to a new company, National Gas:

I've submitted a pull request to update NSI:
https://github.com/osmlab/name-suggestion-index/pull/7733

I intend to do a bulk edit to update the operator tags on objects with
operator="National Grid" and:
* man_made=pipeline (54 ways)
* pipeline=substation or industrial=gas (30 ways)
* marker=* (16 nodes).

I'll also update everything with operator=Transco (approximately 40
objects) with a closer eye on them as they're likely to be older.

Due to the small numbers involved here I intend to use Overpass & JOSM
to perform these edits under my own account. I'll also add an
operator:wikidata tag to all of these.

I'll carry these changes out on or after Saturday 4th assuming there
are no objections.
