[Talk-GB] Proposed bulk edit: National Grid (gas infrastruture) -> National Gas

Ugh, good point. Cadent operates the gas *distribution* network, which
I forgot about last night. I believe most stuff tagged as National
Grid is still probably the larger-scale transmission network.

Change of plan: I'll manually re-tag everything I mentioned above,
setting the operator to National Gas where I'm confident it's the
transmission network, and setting a fixme tag otherwise.

I'll also get Cadent added to the name suggestion index.
