[Talk-GB] Import proposal: Global ML Building Footprints for Nottinghamshire, UK

My experience has been that the ML Building Footprints are _quite_ good,
but in almost every case require rotation, alignment, and adjustment. They
are also footprints, so need splitting for semis and terraces.

Some map providers, such as MapBox, now display a blended combo of OSM
buildings + ML Building Footprints to give full coverage.

IMO they are an excellent aid for manually adding detached houses, but,
with respect, I am strongly against importing them en masse. I don't think
I will be alone.
