Indeed it seems this is an issue with the way JOSM's vector tile
support handles polygons - you can see the same data rendered here
without the artifacts:

I wonder if adding the ability to export GeoJSON by bounding box (as
suggested by CJ a while back:
https://github.com/russss/osm-uk-addresses/issues/1) might be more
useful.
