[Talk-GB] Royal Mail collection times changing - 20 February 2023

Yes it's still ongoing. Saw some stickers on postboxes in EX that are
changing soon. I usually document the current collection times and leave a
fixme note with details of the change.

Suspect there are a lot of postboxes out there with incorrect collection
times in OSM.  Street complete asks for a resurvey after 2 years but there
aren't active SC users in many areas.
