Traditionally a Halt had no signals or signal box (unless one was 
provided for some other reason, such as a nearby level crossing).

Trains stopping at the Halt would therefore be doing so within the block 
section between signal boxes, without the signaller at either end having 
sight or knowledge of them doing so.

That has all been swept away with modern signalling methods.
