For what it's worth, I have tagged similar places with leisure=resort
and tagged the individual lodges as tourism=chalet.
e.g., https://www.openstreetmap.org/way/678918517
There is no hotel, each lodge/building/chalet is a self-catered, single
family, accommodation unit. There is a club house with restaurant, bar
etc. and there is the provision of some sports activities (such as
tennis and water skiing).
