I believe I've given enough detail to discuss this problem. I've been in 
contact with person involved.
The contributor is newish & usually adds good data. I intentionally 
didn't mention them as I don't wish it to be a deterrent to mapping.

My main objective was to ensure others don't map in a similar fashion.
