[Talk-GB] Who assigns references to bridges?

To all.

Thanks for the replies.

Even though I wasn't explicit I hope mentioning the CRT made it clear it 
was a water crossing.

It's across the Avon in Bath. Existing bridge refs on it are consecutive 
with those on the Kennet & Avon Canal & I believe they operate the 
navigable section towards Bristol.

I've emailed their GIS team.
